Microsoft Copilot is the AI assistant embedded across Microsoft 365 apps (Word, Excel, PowerPoint, Outlook, Teams, OneNote) that uses your enterprise data via Microsoft Graph to draft content, summarize meetings, answer questions from your files, and automate common tasks. Licensing: Microsoft 365 Copilot is a $30/user/month add-on to E3 or E5. Requires Microsoft 365 E3/E5 or Business Premium base license. Deployment scope: available to all licensed users across Microsoft 365 apps. Not customizable — Microsoft controls the underlying models + prompts. Copilot Studio is a low-code platform for building custom conversational AI agents ("custom copilots") that can be embedded in Microsoft Teams, web sites, Facebook Messenger, or other channels. Common use cases: (1) IT help desk automation. (2) HR benefits questions. (3) Customer service triage. (4) Sales enablement. (5) Internal knowledge base search. Licensing: Copilot Studio is $200/tenant/month for entry tier + additional message costs. Or included in Microsoft 365 Copilot. Best for: specific use cases where a purpose-built agent handles a narrower task than general Copilot. Customizable — you control system prompts + knowledge sources + tool connections.
Microsoft Agents (also called "declarative agents" or "custom engine agents") are the newest evolution — full autonomous agents that can execute multi-step tasks with tools + memory + planning, built on Copilot Studio or Azure AI Foundry. Two flavors: (1) Declarative Agents — configured via YAML manifest + connectors, deployed to Microsoft 365 (Teams + Copilot + M365 apps). (2) Custom Engine Agents — full-code agents built on Azure AI Foundry with any underlying model (GPT-4, GPT-4o, Claude, Gemini via Foundry), deployable to any channel. Licensing: agents run on Copilot Studio message consumption OR Azure AI compute + model API costs. Best for: complex multi-step automation replacing entire workflows.
Selection framework: (1) Use Microsoft 365 Copilot if — you want AI across Word/Excel/PowerPoint/Outlook/Teams for general knowledge-worker productivity. Best ROI when 60%+ of users are heavy knowledge workers. (2) Use Copilot Studio if — you need a specific conversational agent for one use case (help desk, HR benefits, customer triage) with knowledge grounding + tools. (3) Use Agents (declarative) if — you need agent to reason across multiple tools + take autonomous actions inside Microsoft 365. (4) Use Custom Engine Agents (Azure AI Foundry) if — you need model choice, complex logic, or deployment outside Microsoft 365 (customer-facing website, external channels). Most enterprises deploy Copilot for productivity + Copilot Studio for 2-5 specific automation use cases.
