An Open Letter to CIOs

Dear CIO,

I am writing this because there is a conversation about Microsoft AI strategy that other consulting firms will not have with you. They will sell you what you want to hear. EPC Group is the firm that tells you what you need to hear.

I have been doing Microsoft enterprise consulting for 29 years. I was on the original SharePoint 2003 Beta Team. I was a Lead Architect at the Federal Reserve Bank of New York. I have written four Microsoft Press books. And I run EPC Group, which has shipped 200+ Microsoft 365 Copilot deployments since 2024.

Here is what I would tell you in a candid 30-minute conversation.

1. You are being sold the wrong question.

Vendors and consultants will ask you "How fast can we deploy Copilot?" The right question is "Should we deploy Copilot, and to whom?" 40% of enterprises currently considering Copilot will see negative ROI in 18 months without governance + adoption work first. That is not a sales pitch. That is the data from 200 deployments.

2. Microsoft Foundry is the strategic insurance.

If you take only one structural decision from this letter: deploy Microsoft Foundry as your multi-model gateway. Run Claude, GPT-5, Gemini, Llama, and Mistral inside your Microsoft governance perimeter (Purview, Defender, Entra). This makes you vendor-portable without sacrificing governance. Direct OpenAI or Anthropic relationships duplicate your governance burden without strategic upside for 80% of enterprises.

3. The CSP promo lock-in deadline is December 31, 2026.

Microsoft 365 E7 at $84.15 per user per month (CSP channel promo) versus $99 standard. If you are rolling out Copilot at 200+ users in 2026-2027, lock in E7 by December 31, 2026. The arbitrage is $14.85 per user per month, which compounds. For 5,000 users that is $890K annual savings forever. Most CIOs miss this because Microsoft does not advertise it.

4. Governance is not a phase, it is a prerequisite.

You will hear "we will deploy Copilot and add governance later." Do not let this happen. SharePoint oversharing remediation has to come before Copilot turn-on. Purview labels have to come before. Communication Compliance has to come before. The cost of getting this wrong is an ePHI / MNPI / CUI exposure incident, not just an embarrassment.

5. Your AI talent strategy needs a bridge.

The AI Architect you need to hire is at $250-400K base in 2026, will be at $350-550K in 2027. Hiring takes 6-12 months. Ramping takes another 6-9 months. That is 12-21 months before you have someone operational. Bridge with fractional consulting (EPC Group offers vCAIO at $15-30K monthly retainer). Do not wait for the unicorn hire.

6. The board will ask you about AI compliance in 2027.

Auditors are adding AI risk + controls as standard scope. By Q4 2027, you will need quarterly board AI scorecards covering: license utilization, ROI vs baseline, agent inventory, governance incidents, risk register. Build the muscle now, not under audit pressure.

7. The 40% rule applies to you specifically.

If your organization matches 2 or more of these patterns, defer Copilot:

  • SharePoint permissions are unaudited (5+ years accumulated)
  • No Microsoft 365 E5 baseline (governance layer missing)
  • No Center of Excellence bandwidth committed
  • Knowledge worker concentration under 60% (frontline + deskless majority)
  • Regulated industry without governance maturity
  • Legacy AI investments not yet recovered
