Power BI offers three ways to automate report delivery. Standard email subscriptions send a snapshot, a link or a full-report PDF or PowerPoint attachment on a schedule, with up to 24 subscriptions per report and an attachment limit of 20 pages and less than 25 MB. Paginated report subscriptions attach the whole output as PDF, Excel, Word, PowerPoint, CSV or XML, can vary parameters per subscription, and with dynamic per recipient subscriptions can personalize one subscription for up to 1,000 recipients. Power Automate calls the Export To File action to produce files per page, bookmark or RLS identity and route them to email, SharePoint or OneDrive. EPC Group, a Houston-based Microsoft consulting firm, picks the method from the output format, the security model and the license already in place.

Key Facts

  • Up to 24 subscriptions can be set per report or dashboard, and full-report attachments are limited to 20 pages and less than 25 MB (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20).
  • The static image in a subscription email shows data based on the subscription owner, even when the semantic model uses row-level security (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20).
  • Paginated reports are optimized for printing or PDF generation and can render to Excel, Word, PowerPoint, PDF, CSV, XML and MHTML (Microsoft Learn, When to use paginated reports in Power BI, accessed 2026-10-20).
  • Dynamic per recipient subscriptions for paginated reports have a 10-minute timeout and a limit of 1,000 recipient rows (Microsoft Learn, Dynamic per recipient subscriptions for paginated reports, accessed 2026-10-20).
  • A Power Automate paginated export that takes more than two minutes to download fails because of the outbound synchronous request limit (Microsoft Learn, Export Power BI paginated reports with Power Automate, accessed 2026-10-20).

Three delivery mechanisms, one decision

Automated report delivery in Power BI comes down to three mechanisms, and the right one depends on what the recipient actually needs to receive. A standard subscription emails a snapshot of a report page or dashboard with a link back to the service, or a full-report attachment, on a schedule the owner sets (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20). A paginated report subscription attaches the complete rendered output of a print-ready report. Power Automate calls the Export To File API through a no-code action and then does whatever the flow says with the file: email it, save it, or loop over a recipient list (Microsoft Learn, Export and email a Power BI report with Power Automate, accessed 2026-10-20). EPC Group's Power BI consulting practice starts every automation request with three questions: is the deliverable a picture, a document or a dataset; does each recipient need to see different rows; and which license and capacity already back the workspace. Those answers usually choose the mechanism before any design work begins.

Standard subscriptions: what they send and where they stop

Subscriptions are the lowest-effort option and the one most teams start with. Microsoft allows up to 24 subscriptions per report or dashboard, each with its own recipients, time and frequency, and the Repeat setting offers hourly, daily, weekly, monthly or after data refresh, which sends once per day after the first scheduled refresh. In a workspace backed by a Premium capacity or a PPU license, the owner can attach the full report as PDF or PowerPoint, limited to no more than 20 pages and less than 25 MB, and sensitivity labels are applied to that attachment but not to the email text or the preview image. A subscription expires on its end date, which defaults to one year after creation, and the owner is notified before it lapses (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20).

The same page documents the limits that matter in production. Report subscriptions have a 60-minute execution limit. Visuals such as uncertified custom visuals, ESRI ArcGIS, Power Apps, Power Automate and Visio visuals, and the Paginated report visual, render as errors. Subscriptions fail entirely when the Azure Private Link setting that blocks public internet access is enabled. Group delivery works for distribution groups, dynamic distribution groups and mail-enabled security groups, but not for Microsoft 365 groups or plain security groups. Workspace admins can view, edit and take over any subscription in their workspace, which is how EPC Group handles ownership when an analyst leaves (same source). Report page subscriptions are tied to the page name, so renaming a page breaks them; EPC Group freezes page names on any report with active subscriptions.

Paginated reports: when the output is the document

Microsoft's guidance is direct: paginated reports are optimized for printing or PDF generation, ideal for operational reports such as sales invoices, and the recommended choice when a report must be printed or when a data grid could overflow a single page. They offer precision layout, render-specific expressions, native queries and stored procedures, cascading parameters, subreports and mail-merge text, and Power BI can render them to Excel, Word, PowerPoint, PDF, CSV, XML and MHTML (Microsoft Learn, When to use paginated reports in Power BI, accessed 2026-10-20). They are authored in Power BI Report Builder, carry the same license requirements as Power BI reports, require Build permission on any semantic model they query, and do not support SSRS-style data-driven subscriptions (Microsoft Learn, What are paginated reports in Power BI?, accessed 2026-10-20).

Their subscriptions behave differently from report subscriptions. The email carries the entire report output as PDF, PPTX, XLSX, DOCX, CSV or XML; each subscription can apply its own parameter values; there is no limit on the number of subscriptions per paginated report; the maximum attachment is 25 MB; and there is no after-data-refresh option because the report queries its source at run time (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20). For personalized delivery, a dynamic per recipient subscription reads email addresses and parameter values from a separate semantic model and sends each recipient a version filtered to their values. It requires a capacity-backed workspace and Build permission on the recipient model, has a 10-minute timeout, and sends only to the first 1,000 recipient rows (Microsoft Learn, Dynamic per recipient subscriptions for paginated reports, accessed 2026-10-20). EPC Group builds a governed recipient table for this, owned by finance or operations rather than by the report author.

Power Automate: export, branch and route

Power Automate is the option when delivery needs logic. Microsoft documents a scheduled cloud flow that uses the Export To File for Power BI Reports action, selects a workspace, report and export format, optionally names specific pages, a visual or a report bookmark, and passes the file content to the Outlook Send an email (V2) action. The prerequisite is a workspace backed by a reserved capacity, plus the standard connectors that come with any Microsoft 365 subscription, and exported files reflect the report's saved default slicer values unless parameters are set explicitly (Microsoft Learn, Export and email a Power BI report with Power Automate, accessed 2026-10-20).

For paginated reports, Microsoft provides templates that save output to OneDrive or a SharePoint folder, export once for each row in an Excel Online table or SharePoint list, or write to a local folder through a gateway. Two operational facts shape EPC Group's designs: an export that takes more than two minutes to download fails because of the Power Automate outbound synchronous request limit, and Microsoft recommends a fixed-interval retry policy with a count of 5 and an interval of PT5M, or exponential backoff with at least 5 retries, because the default retries come too close together for paginated exports (Microsoft Learn, Export Power BI paginated reports with Power Automate, accessed 2026-10-20). EPC Group's Power Platform team splits large bursts into batches and writes every run to a delivery log that the report owner can audit.

Row-level security and licensing in practice

Security is where automated delivery most often goes wrong. Power BI warns when a subscription targets content with row-level security, but the static image in the email shows data based on the subscription owner, and paginated report attachments likewise reflect the creator's permissions (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20). Receiving a dynamic subscription email also does not grant access to the report itself (Microsoft Learn, Dynamic per recipient subscriptions for paginated reports, accessed 2026-10-20). Power Automate is the only one of the three that applies RLS per file, through the Identities Username, Identities Semantic model and Identities Roles Item fields of the export action (Microsoft Learn, Export and email a Power BI report with Power Automate, accessed 2026-10-20). For licensing, subscribing others requires Pro or PPU plus a Contributor, Member or Admin role, and external recipients require a paid, non-PPU capacity. EPC Group maps each scheduled deliverable to the simplest mechanism that enforces the security model, never the reverse.

Frequently Asked Questions

What can Power BI subscriptions do, and what are their limits?

A subscription emails a snapshot and link, or a full-report PDF or PowerPoint attachment, on an hourly, daily, weekly, monthly or after-data-refresh schedule. Each report or dashboard allows up to 24 subscriptions; full-report attachments need a Premium capacity or PPU workspace and are limited to 20 pages and less than 25 MB; reports have a 60-minute execution limit; and visuals such as uncertified custom visuals, Power Apps visuals and the Paginated report visual are not supported. External recipients work only in paid, non-PPU capacity workspaces (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20).

When are paginated reports the right tool?

Microsoft recommends a paginated report when the output must be printed or produced as a PDF, or when a table or matrix could grow beyond one page, because paginated layouts expand across as many pages as the data needs and support exact page sizing, headers, footers and cascading parameters (Microsoft Learn, When to use paginated reports in Power BI, accessed 2026-10-20). Subscriptions attach the entire output as PDF, PPTX, XLSX, DOCX, CSV or XML, and each subscription can carry its own parameter values (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20). EPC Group uses them for statements, invoices and regulatory packs.

How does Power Automate export and distribute reports?

A scheduled cloud flow calls the Export To File for Power BI Reports action, choosing the workspace, report, format, and optionally page names, a visual name or a report bookmark, then passes the file content to Send an email (V2) as an attachment (Microsoft Learn, Export and email a Power BI report with Power Automate, accessed 2026-10-20). For paginated reports, Microsoft templates export once per row of an Excel Online table or SharePoint list and route each file to OneDrive, SharePoint or Outlook (Microsoft Learn, Export Power BI paginated reports with Power Automate, accessed 2026-10-20). EPC Group adds retry policies and a delivery log to every flow.

How is row-level security respected in automated delivery?

For standard subscriptions, the static image in the email shows data based on the subscription owner, not each recipient, while the report itself opens according to the recipient permissions; Microsoft warns that users often scroll past the RLS notice (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20). Paginated report attachments also reflect the creator permissions (same source). In Power Automate, the export action accepts an effective username, semantic model ID and role name so that each exported file applies RLS for its intended recipient (Microsoft Learn, Export and email a Power BI report with Power Automate, accessed 2026-10-20).

What licensing does each method require, according to Microsoft?

Subscribing yourself requires a Pro or PPU license or a workspace on a paid Premium capacity; subscribing others requires Pro or PPU plus the Contributor, Member or Admin role (Microsoft Learn, Email subscriptions for reports and dashboards in the Power BI service, accessed 2026-10-20). Dynamic per recipient subscriptions need a Premium capacity, Fabric trial or Fabric capacity workspace and Build permission on the recipient semantic model (Microsoft Learn, Dynamic per recipient subscriptions for paginated reports, accessed 2026-10-20). Power Automate paginated exports need an A4 to A6, P1 or F2 and above capacity; with PPU, one export is allowed per five-minute window (Microsoft Learn, Export Power BI paginated reports with Power Automate, accessed 2026-10-20).
