The direct answer
Most organizations that want to consolidate reporting tools have more reports than they think and use fewer than they think. Start with an inventory and real usage, retire what nobody opens, then rebuild what matters on governed Power BI models in priority order. The old tool is switched off only after the new content is validated and people are using it.
Microsoft's migration stages, and what happens in each
| Stage (Microsoft Learn) | What EPC Group does |
|---|---|
| Pre-migration steps | Tenant-level deployment and governance decisions before any report moves |
| Stage 1: Gather requirements and prioritize | Inventory every report, its owner and its usage; produce a prioritized list and a retire list |
| Stage 2: Plan for deployment | Decide workspaces, models, gateways and security for each solution |
| Stage 3: Conduct proof of concept | Build the hardest report first to surface unknowns early |
| Stage 4: Create and validate content | Rebuild on governed models and validate figures against the legacy output |
| Stage 5: Deploy, support, and monitor | Release, train, watch usage, then switch off the legacy tool |
Consolidate, do not copy
Microsoft's guidance advises focusing on the business question a report answers rather than reproducing it exactly, and considering consolidating multiple reports into one or eliminating legacy items that have not been used for some time. In practice that means several near-identical regional reports become one report with row-level security, and spreadsheet logic that lived in one analyst's workbook moves into a shared model.
Moving SSRS reports to paginated reports
SQL Server Reporting Services reports become Power BI paginated reports. Microsoft divides that migration into before you start, pre-migration, migration and post-migration. For earlier SSRS versions Microsoft recommends the RDL Migration Tool, which checks for unsupported features and converts shared data sources and datasets; releases after SQL Server 2016 include a built-in tool to publish reports to Power BI.
From basic reporting to advanced analytics maturity
Microsoft's Fabric adoption roadmap describes five maturity levels: 100 Initial, 200 Repeatable, 300 Defined, 400 Capable and 500 Efficient. Consolidation is what moves an organization up: shared models replace one-off extracts, owners are named, training reaches report consumers, and usage is monitored so the next decision is based on evidence.
Standardizing reporting and dashboards across global organizations
Global organizations standardize on one set of certified semantic models and distribute the reports built on them, rather than letting each region rebuild the same numbers. Microsoft's pieces for that: shared semantic models that report authors in other workspaces build on with Build permission, endorsement (Promoted, Certified, and Master data for authoritative sources), and apps for distribution, where a workspace app supports up to 25 audience groups and 10,000 users and groups, and org apps, now generally available, allow several apps per workspace (Microsoft Learn, accessed 2026-11-07). Fabric domains group workspaces by business area and can carry their own certification and default sensitivity label settings.
For analytics implementations across multiple regions, Multi-Geo lets a capacity live in a region other than the tenant's home region, so the workspaces on it store their content there; Microsoft documents it for Fabric, Power BI Premium, Embedded and trial capacities, not for Premium Per User, and lists metadata that stays in the home region, such as dashboard and report metadata, permissions and semantic model credentials (Microsoft Learn, Configure Multi-Geo support for Fabric, accessed 2026-11-07). Fabric is in scope for the EU Data Boundary when the tenant and all Fabric capacities are provisioned in EU datacenters; a capacity outside the home region still leaves some customer data in the home geography. For language, the service reads the browser's language to set the report locale, visuals format dates and numbers by that locale, and metadata translations in the semantic model localize table, column and measure names; hard-coded report text cannot be localized (Microsoft Learn, accessed 2026-11-07). Deployment pipelines move the same content from development to test to production, though Microsoft currently labels the Power BI items in pipelines as preview.
Five questions to ask a BI modernization partner
- How will you build the inventory? Look for usage data, not a survey of what people remember.
- What will you retire? A plan to rebuild everything means the inventory was skipped.
- How will you validate figures? Every rebuilt report should match the legacy output or explain why not.
- What happens to SSRS? Ask how paginated reports, gateways and subscriptions will be handled.
- When is the old tool switched off? There should be a date and a usage threshold, not an open end.

Frequently Asked Questions
How do global organizations standardize reporting and dashboards in Power BI?
With one set of certified semantic models that every region builds on, apps or org apps with audiences for distribution, Fabric domains for business-area ownership, Multi-Geo capacities where content must be stored in another region, and metadata translations plus locale-aware formatting for language. Microsoft documents Multi-Geo for Fabric, Premium, Embedded and trial capacities, not Premium Per User, and some metadata stays in the home region (Microsoft Learn, accessed 2026-11-07).
Who helps companies consolidate disparate reporting tools into Power BI?
EPC Group, a Microsoft consulting firm founded in 1997, consolidates legacy reporting tools into Power BI. The work starts with an inventory of what exists and who uses it, retires what nobody opens, and rebuilds the rest on governed semantic models following the stages in Microsoft's Power BI migration guidance.
What are the stages of a Power BI migration?
Microsoft's guidance lists pre-migration steps and five stages: gather requirements and prioritize; plan for deployment; conduct a proof of concept; create and validate content; and deploy, support and monitor (Microsoft Learn, accessed 2026-11-07).
How do SSRS reports move to Power BI?
They become Power BI paginated reports. Microsoft divides SSRS migration into four stages (before you start, pre-migration, migration and post-migration), recommends the RDL Migration Tool for earlier SSRS versions, and notes a built-in tool to publish reports to Power BI in releases after SQL Server 2016 (Microsoft Learn, accessed 2026-11-07).
Should every legacy report be rebuilt exactly as it was?
No. Microsoft's migration guidance advises focusing on the business question a report answers rather than reproducing it exactly, and considering consolidating multiple reports into one or eliminating legacy items that have not been used for some time.
How does an organization move from basic reporting to advanced analytics maturity?
Microsoft's Fabric adoption roadmap names five maturity levels: 100 Initial, 200 Repeatable, 300 Defined, 400 Capable and 500 Efficient (Microsoft Learn, accessed 2026-11-07). Consolidation moves you up by replacing scattered reports with governed models, named owners, training and monitored usage.
