Microsoft 365 Copilot Pricing & Licensing Guide 2026

Microsoft 365 Copilot Pricing & Licensing Enterprise Guide (2026)

Microsoft 365 Copilot is $30 per user per month, billed annually, on top of Microsoft 365 E3 or E5. The full Microsoft Copilot family — M365 Copilot, Power BI Copilot, Microsoft Copilot Studio, Microsoft Copilot for Sales, Microsoft Copilot for Service, Microsoft Copilot for Security — has a licensing matrix that often confuses buyers. This is the working buyer's guide EPC Group uses for Fortune 500 Copilot licensing decisions.

EPC Group has scoped Microsoft Copilot licensing for Fortune 500 deployments since the M365 Copilot GA wave. This guide reflects 2026 pricing, prerequisites, and enterprise volume considerations.

TL;DR — Copilot Family Licensing Matrix

Common Licensing Decisions

Should we license everyone?

Most Fortune 500 deployments license 30-50% of M365 users with M365 Copilot, focused on knowledge workers in priority departments. Licensing 100% rarely justifies cost — F1/F3 frontline workers and lower-utilization seats see lower ROI.

Standalone Copilot for Sales vs add-on?

Sellers who already have M365 Copilot ($30) should add $20 Copilot for Sales rather than pay $50 standalone. Sellers without M365 Copilot pay $50 standalone for the full feature set.

Microsoft Fabric F64 or PPU?

For Power BI Copilot, F64 (~$5,800/month reserved) is justified once you have ~290+ Power BI users (vs PPU at $20/user). Most Fortune 500 deployments use F128-F512 anchored on Power BI Copilot use cases.

Annual vs Pay-As-You-Go?

Annual commitment for Microsoft 365 Copilot is required at list price. Microsoft Fabric capacity Pay-As-You-Go is justified for variable workloads (development, seasonal); reserved is justified for steady-state production.

Volume discount?

EA and MCA customers should negotiate. Common discounts:

  • M365 Copilot: 5-15% on large commitments (10,000+ users)
  • Microsoft Fabric: 31% (1-yr reserved) or 41% (3-yr reserved) at list
  • Microsoft 365 E5: standard EA volume tiers

Frequently Asked Questions

Can we pilot Copilot before committing to annual?

Microsoft does not offer a free Copilot pilot at scale. Microsoft Copilot Chat (free, included with M365) provides an awareness-building step. EA customers may negotiate pilot terms.

Is Copilot included with Microsoft 365 E5?

No. Microsoft 365 Copilot is a separate $30/user/month add-on. E3 and E5 backbone licenses are prerequisites.

What about Microsoft 365 Business?

Microsoft 365 Copilot for Business (Microsoft 365 Business Standard / Premium customers) is $30/user/month. Available since 2024.

Does Microsoft Copilot count against Microsoft 365 E5 license value?

Indirectly. Microsoft 365 E5 includes Microsoft Purview Premium, which is required for AI Hub Copilot risk monitoring. Most enterprise Copilot deployments require E5 backbone for compliance posture, not strictly for licensing.

How does Microsoft Copilot Studio licensing work?

Standalone $200/tenant/month covers 25,000 messages across all custom agents. Additional capacity packs available. M365 Copilot subscribers get an included message allocation.

Can we mix M365 Copilot with non-Microsoft AI?

Yes. Many enterprises deploy M365 Copilot for productivity and Azure OpenAI Service or other LLM providers for custom enterprise applications. Microsoft Copilot for Security and Microsoft Copilot Studio also use Azure OpenAI under the hood.

Who delivers Copilot licensing engagements?

EPC Group senior consultants partner with the customer's Microsoft account team for licensing structure, then EPC Group senior architects design the deployment. Errin O'Connor is a 4-time Microsoft Press author. Senior consultants bring Microsoft licensing certification.
