Microsoft Power Pages 2026 Enterprise Implementation Guide

Key Takeaways

  • Microsoft Power Pages enterprise implementation guide. Customer portals, partner portals, B2B/B2C web experiences powered by Dataverse. Pricing, security, Entra ID + B2C integration.

Microsoft Power Pages — The 2026 Enterprise Implementation Guide

Microsoft Power Pages (formerly Power Apps Portals) is Microsoft's low-code platform for building external-facing websites powered by Dataverse: customer portals, partner portals, B2B/B2C web experiences, employee self-service, public-facing forms. This is EPC Group's working enterprise implementation guide from 50+ Power Pages deployments.

When Power Pages Is the Right Choice

Power Pages is the right platform when:

  • You need a website backed by Dataverse data (not a generic marketing site)
  • Authenticated users need to view + submit data tied to their identity
  • The customer journey involves CRM + workflow + document upload + payment
  • You want Microsoft-native integration with Power Automate + Entra ID + Microsoft Purview

Power Pages is NOT the right choice when:

  • You need a high-traffic marketing/SEO site (use Webflow, Contentful, Next.js)
  • You need pixel-perfect custom design (Power Pages templates have constraints)
  • The site is purely anonymous content (no Dataverse backend value)

Phase 1 — Pricing + License Architecture

Power Pages pricing is per-authenticated-user OR per-anonymous-user:

  • Authenticated users (B2B portals) — $200/month per 100 users (Tier 1), scaling tiers up to 100,000+ users
  • Anonymous users (B2C portals) — $75/month per 500 users, scaling up to millions

The right tier depends on usage patterns: a partner portal for 200 partners is Tier 1 authenticated. A consumer-facing self-service portal handling 50K monthly anonymous visitors is anonymous tier.

EPC Group from the trenches: License modeling is the most common project-killing mistake. Build a 3-year usage projection BEFORE provisioning.

Phase 2 — Dataverse Schema Design

Power Pages is only as good as its underlying Dataverse model. Standard EPC Group approach:

  • Identify the entities that customers/partners will read or write (Cases, Orders, Invoices, Custom Tables)
  • Define table relationships carefully — Power Pages permission model maps to Dataverse table permissions
  • Build column-level security for sensitive fields (e.g., SSN, financial data) that should be hidden in the portal even if the user has table access
  • Implement Dataverse row-level security if customers should only see their own records

Phase 3 — Identity Integration

Power Pages supports multiple identity providers:

  • Microsoft Entra ID — for employee/internal portals
  • Microsoft Entra External ID (formerly Azure AD B2C) — for B2B + B2C customer portals
  • Local accounts — username + password stored in Dataverse (least secure; avoid)
  • Third-party (Google, Facebook, LinkedIn) — for consumer portals where social login is appropriate
  • SAML 2.0 — for federated identity with customer's own IdP

For B2B portals, EPC Group standard is Entra External ID. For B2C consumer portals, Entra External ID + optional social login.

Phase 4 — Page Design + Liquid Templates

Power Pages uses Liquid template language (Shopify-style) for dynamic content rendering. Standard EPC Group approach:

  • Start with a Microsoft template that matches the portal type (Customer Self-Service, Partner Portal, Employee Self-Service, Community)
  • Customize header/footer/navigation in the Studio
  • Use Liquid templates for dynamic content (record listings, dashboards, conditional rendering)
  • Implement responsive design from the start (test on mobile during pilot)

Phase 5 — Security + Compliance

Power Pages inherits the full Microsoft compliance posture (ISO 27001, SOC 2, HIPAA, GDPR, FedRAMP). Configuration to add:

  • Cookie compliance — GDPR + CCPA cookie banner (Power Pages supports this natively)
  • Captcha + bot protection — required for any public-facing form
  • WAF (Web Application Firewall) — via Azure Front Door for high-traffic portals
  • Microsoft Purview classification — sensitivity labels on portal pages and Dataverse data

Phase 6 — Performance + Caching

Power Pages performance can lag without configuration:

  • Enable CDN for static assets
  • Use Dataverse views with filters (not full table queries) for record listings
  • Implement output caching for pages that don't require real-time data
  • Monitor performance with Application Insights integration

EPC Group Power Pages Engagement

EPC Group Power Pages implementations typically run $75K-$300K fixed-fee, 8-16 weeks. Includes Dataverse schema design, identity integration, page design, Liquid template customization, security hardening, and pilot + launch.
