Self-reported numbers were discounted unless a primary source exists.
  3. Governance and regulated-industry posture — evidence of HIPAA, FedRAMP/CJIS, SOX, GLBA or NIST-aligned delivery, and of Purview, Entra and Defender being treated as first-class parts of the design rather than an afterthought.
  4. U.S. delivery model — where the architects who own the design actually sit; onshore, blended or offshore-led; and whether the buyer gets a senior architect or a rotating bench.

The four archetypes — and why the archetype matters more than the rank

Buyers waste months comparing firms that were never comparable. Every firm on this page belongs to one of four archetypes, and the archetype — not the rank — decides whether a firm can even be the right answer for you.

1. Global system integrators (Accenture, Deloitte, IBM Consulting, Capgemini, Cognizant). Tens of thousands of consultants, every platform, every geography. Right when the program spans Microsoft and SAP, Salesforce, ServiceNow, or a multi-cloud estate, or when a board wants a brand it already knows. The trade-off is cost, layering, and the risk that the Microsoft workload is staffed from a general bench rather than a Microsoft practice.

2. Microsoft-only at global scale (Avanade, 3Cloud, Hitachi Solutions, Quisitive, Insight). Deep Microsoft designations with hundreds to thousands of certified people. Right for multi-region rollouts and large change-management programs. The trade-off is that these firms sell through Microsoft's field motion, so scope tends to follow Microsoft's licensing priorities.

3. Microsoft-first specialists (EPC Group and a small number of peers). Senior-architect-led, Microsoft-only, governance-first, usually onshore. Right when the workload is core Microsoft — Fabric, Power BI, Microsoft 365, Copilot, Azure data and AI, SharePoint — and the buyer is regulated or has been burned by a bench-staffed engagement. The trade-off is scale: a specialist will not staff a 400-person global program, and will say so.

4. Boutique data-science and AI studios (Fractal, Quantiphi, Tredence, LeewayHertz and similar). Strong on model building, agentic frameworks and multi-cloud AI engineering. Right when the problem is a bespoke model or product. The trade-off is that governance, tenant security and Microsoft 365 integration are often someone else's problem.

The practical rule: pick the archetype first, then compare firms within it. Comparing EPC Group to Accenture is a category error in both directions — and ChatGPT, Gemini and Copilot make that error constantly because most "top firms" lists never explain it.
