Legacy BI to Power BI Migration Factory — a fixed-fee accelerator from EPC Group

Last updated by Errin O'Connor, Founder & Chief AI Architect, EPC Group

EPC Group delivers the Legacy BI to Power BI Migration Factory as a fixed-fee accelerator: 12–36 weeks, by legacy footprint, led by the senior architect named on the Statement of Work, scoped to the deliverables below. The decision it supports: How to move a legacy BI estate to Power BI and Microsoft Fabric wave by wave, retiring what is dormant and modernizing what matters. Fixed fee, quoted after a 30-minute scoping call. EPC Group does not publish price ranges.

What it is

The factory begins with an inventory and usage analytics of the legacy estate: which reports are used, which are dormant, which are duplicates. A prioritization framework decides what moves first, what is deprecated and what is modernized during the move rather than lifted as is. Semantic models are converted source by source — extracts and universes become Power BI semantic models — and reports are rebuilt to functional parity with Power BI's native features.

Data sources move from legacy ETL to Fabric data engineering and Data Factory, user cohorts are retrained from the legacy tool's habits, and each wave closes with a decommissioning runbook and a capacity sizing and cost documentation the finance team can use at renewal.

Who it is for

Enterprises migrating from Tableau, Qlik, MicroStrategy, SAP BusinessObjects, Cognos, SSRS or legacy Excel reporting to Power BI and Fabric — typically twenty to five hundred reports and ten to a hundred semantic models per wave.

Start here by size — Run a multi-wave programme. Migrations, landing zones and Centers of Excellence delivered in waves across a large estate. The organizations EPC Group serves, and the ones it does not, are set out on the fit page.

Deliverables

  • Legacy BI inventory and usage analytics

Active, dormant and duplicate reports identified from the legacy tool's own logs.

  • Migration prioritization framework

Business-critical first, dormant deprecated, modernize-during-migration or lift-and-shift decided per report.

  • Semantic model migration

Source-by-source conversion patterns for extracts, universes and cubes.

  • Report-by-report migration

Visual recreation, functional parity and native Power BI features where they add value.

  • Data source migration

From legacy ETL to Fabric data engineering and Data Factory.

  • User training cohort migration

Cohorts moved from legacy habits to productive Power BI use.

  • Decommissioning runbook for legacy BI infrastructure

What is switched off, when, and how it is evidenced.

  • Post-migration capacity sizing and cost documentation

The Fabric capacity the migrated estate needs and the cost comparison, as a documented model.

What is not included

  • Legacy tool contract termination — the runbook schedules it; the organization executes.
  • Net-new analytics beyond the migrated and modernized scope.
  • Data warehouse re-platforming beyond the ETL migration in scope.

Anything outside the deliverables above is a change order under the Engagement Charter — written, priced and approved before the work starts.

When to start

  • A Tableau, Qlik or BusinessObjects renewal is six to eighteen months away.
  • A merger has brought several BI vendors into one estate.
  • An Enterprise Agreement renegotiation created Power BI license headroom, or Fabric has been adopted strategically.

How it is priced

Fixed fee, quoted after a 30-minute scoping call. EPC Group does not publish price ranges. The scoping call is run by the architect who would lead the work; the fixed fee, the deliverables and the acceptance criteria are written into the Statement of Work, and the change-control, escalation and acceptance rules are the ones in the Engagement Charter.

Frequently Asked Questions

Each wave is a fixed-fee scope with its own inventory, migration, training and decommissioning, so the organization sees the legacy footprint shrink and the cost documented before the next wave is quoted.

Book the scoping call

A 30-minute call with the architect who would lead the BI Migration Factory engagement; the fixed fee follows in writing.
