AI agents are no longer chatbots. They browse the web, call APIs, modify databases, send emails, and orchestrate other agents. This guide provides the enterprise governance framework for autonomous AI agents, built from EPC Group's experience deploying agentic AI across Fortune 500 environments.

The Agentic AI Inflection Point

In 2024, enterprise AI was primarily conversational: users asked questions and received answers. In 2026, AI has become agentic: AI systems autonomously plan multi-step workflows, interact with external systems, and execute actions with real-world consequences. This shift from conversational to agentic AI fundamentally changes the governance equation. Traditional AI governance frameworks were designed for models that generate text. Agentic AI requires governance for systems that take actions. The risks are proportionally higher: an AI assistant that generates a wrong answer is a nuisance; an AI agent that executes a wrong action is a business incident.

Permission Scoping: Least Privilege for AI Agents

The principle of least privilege is critical for AI agents because agents are programmatic: a compromised or malfunctioning agent will exercise every permission it has. EPC Group's permission model includes:

Audit Trails for AI Agents

Every action an AI agent takes must be auditable. This is not optional for regulated industries. EPC Group's audit architecture captures:

  • Agent identity: Which agent performed the action (Entra ID object, agent name, version)
  • Trigger context: What initiated the agent action (user request, schedule, event, another agent)

Model Context Protocol (MCP) Governance

The Model Context Protocol (MCP) has emerged as the standard for connecting AI models to external tools and data sources. MCP governance is essential because it controls what your agents can connect to:

  • Approved MCP Server Registry: Only pre-approved MCP servers can be used by enterprise agents. New MCP servers require security review, data classification assessment, and compliance approval before registration.
  • Connection Auditing: Every MCP connection is logged: which agent connected to which server, what data was exchanged, and when.
  • Data Flow Monitoring: Monitor data flowing through MCP connections for sensitive data leakage. Purview DLP policies extend to MCP data flows.
  • Runtime Permission Enforcement: MCP connections are governed by the agent's Entra ID permissions. An agent cannot use an MCP server to access data it does not have permission to access directly.

Multi-Agent Orchestration Governance

The most complex governance challenge arises when agents orchestrate other agents. A planning agent might delegate data retrieval to a search agent, analysis to a data agent, and execution to an action agent. This creates governance concerns around permission escalation, unbounded chains, and accountability.

  • Delegation policies: Define which agents can invoke which other agents. Not all agents can orchestrate. Only designated orchestrator agents have delegation permissions.

  • End-to-end tracing: A single trace ID follows the entire orchestration chain, enabling complete audit from trigger to final outcome across all agents involved.
